PROGRAM OVERVIEW:
The Executive Office of Health and Human Services (EOHHS) provides services that directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth. Some of our most vulnerable citizens, including children, youth, adults, and the elderly are served by The Executive Office of Health and Human Services. EOHHS is the largest secretariat in state government and is comprised of 12 agencies, in addition to 2 soldiers’ homes and the MassHealth program. The Commonwealth of Massachusetts’ Executive Office of Health and Human Services is currently seeking an exceptional individual to join the EHS IT team. This is an exciting opportunity to join a highly skilled team and contribute to critical and highly visible projects and processes within the Executive Office of Health and Human Services.
The Office of Refugees and Immigrants (ORI) is an agency at the Executive Office of Health & Human Service (EOHHS) that administers programs that provide direct services to clients through a network of providers, including resettlement agencies, faith-based organizations, and ethnic community-based organizations. These organizations have the capacity to serve the culturally and linguistically diverse needs of newcomer populations. ORI’s mission is to promote the full participation of refugees and immigrants as self-sufficient individuals and families in Massachusettss economic, social, and civic life.
JOB OVERVIEW:
The projects purpose is to replace the current system with a modern Salesforce-based solution that enables ORI to support refugees and immigrants by enabling timely data reporting from community partners, providing analytics to make data-driven decisions, automating processes to improve the quality of programs and services, and increasing engagement with clients. The selected candidate from the Commonwealth will lead the projects application development and work with a vendor to implement the solution. This role ensures that the project is delivered with high quality and according to specified requirements.
JOB DUTIES (Detailed Statement of Duties and Responsibilities)
 
  • Lead and collaborate with a solution integrator to design, develop, and implement a Salesforce solution, using Salesforce components, including Public Sector Solutions, ensuring they align with client requirements and Salesforce best practices.
  • Develop custom applications, integrations, and automation using Apex, Visualforce, Lightning Web Components (LWC), and SOQL/SOSL.
  • Design and implement data models, workflows, process builders, and Lightning flows to optimize business processes.
  • Develop and assist with data migration strategies and ETL processes to ensure data integrity and quality.
  • Integrate Salesforce with external systems using APIs, middleware, and ETL tools.
  • Conduct vendor code reviews, enforce coding standards, and mentor junior developers to maintain high-quality code.
  • Troubleshoot and resolve complex technical issues, performance bottlenecks, and data integrity problems.
  • Collaborate with cross-functional teams to gather requirements, provide technical guidance, and ensure successful project delivery.
  • Participate in client meetings, provide technical expertise, and communicate complex concepts to both technical and non-technical stakeholders.
  • Contribute to the development of reusable components, frameworks, and best practices to enhance productivity and quality.

REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge):
 
  • Advanced proficiency in Apex, Visualforce, Lightning Web Components, SOQL/SOSL, Salesforce APIs and SQL, ORACLE
  • Experience with Salesforce platforms like Public Sector Solutions, Experience Cloud
  • Strong understanding of the Salesforce data model, security model, and governor limits.
  • Working knowledge of Salesforce Public Sector Solutions
  • Experience with Agile methodologies, Git version control, and CI/CD pipelines.
  • Knowledge of JavaScript, HTML, CSS, and responsive design principles.
  • knowledge of the Salesforce SOAP API, REST API, and BULK API
  • Familiarity with platform authentication patterns (SAML, SSO, and OAuth).
  • Familiarity with web development, including industry accessibility standards such as WCAG 2.0/2.1 and ARIA.
  • Strong communication and leadership skills, with the ability to mentor team members.

QUALIFICATIONS (Education, Years’ Experience, Certificates):
 
  • Bachelor’s degree in computer science, Information Technology, or related field.
  • 5+ years of experience in Salesforce development, with at least two years in a lead or senior role.
  • Salesforce certifications: Salesforce Certified Platform Developer II, Salesforce Certified Application Architect (preferred).
