Join our dynamic team as a Project Technical Lead, where you’ll support a critical digital modernization program for Defense Information Systems Agency (DISA) and Department of Defense (DoD) agencies and field activities. The ideal candidate will be responsible for systems engineering and design of new initiatives and improvements to network-based IT services. You will assist the program Chief Engineer in developing low-level design solutions and decomposing designs into executable tasks for cross-functional teams. Additionally, you will document engineering procedures and processes related to new capabilities and help identify potential problems, blocking issues, and cross-team dependencies.
Clearance Requirement: Must possess an active SECRET or the ability to obtain and maintain DoD clearance (US Citizenship required).
Primary Responsibilities:
  • Project Management: In coordination with the Project Manager, ensure the successful completion of engineering projects within budgetary and scheduling guidelines.
  • Technical Direction: Establish project requirements and technical direction, guiding the engineering team’s technical work.
  • DevSecOps Practices: Execute DevSecOps practices, procedures, and solutions to automate and improve existing system delivery.
  • Architecture and Design: Make architecture and design decisions, working closely with the Chief Architect to ensure alignment with the portfolio’s overall vision and roadmap.
  • Troubleshooting: Guide team members in troubleshooting technical issues and analyzing existing operations to identify risks and redundancies.
  • Problem Resolution: Quickly identify, analyze, and resolve technical blockers to keep the project team progressing toward milestones.
  • Collaboration: Work with customers, stakeholders, and cross-functional team members to bring solution options and drive decisions to meet stakeholder needs and customer requirements.
  • Process Improvement: Collaborate with the Engineering Portfolio Manager to ensure consistent execution of processes and tools across the portfolio and provide suggestions for improvements.
  • Innovation: Identify opportunities for improvement, including innovations aimed at enhancing user experience, efficiency, and cost-effectiveness.
  • Security Practices: Adhere to security best practices and guidelines, leveraging your knowledge of security policies, network security, and data security.
  • Risk Management: Support the execution of the Risk Management Framework (RMF) as a liaison between cybersecurity and engineering.
  • Documentation: Support the development, documentation, and review of standard operating procedures, knowledge base articles, and other artifacts to support system operations.
  • Mentorship: Mentor team members to foster their professional growth and address areas of improvement.
  • Scalability: Help grow the solution and team to support DoD Fourth Estate with a targeted community of 400k users.
Basic Qualifications:
  • Bachelor’s degree and 12-15 years of relevant experience, or master’s degree and 10-13 years of relevant experience.
  • Expertise in managing a team of engineers, including mentoring and fostering communication and collaboration across the team.
  • Expertise designing, deploying, and operating solutions built on Azure, AWS, or GCP.
  • Expertise designing, deploying, and operating software-defined networking solutions.
  • Expertise engineering, implementing, mitigating, monitoring, and tuning virtual desktop infrastructure (VDI) environments and management software.
  • Expert understanding of networking in the areas of LAN, WAN, TCP/UDP, IPSec, VPN, proxies, routing (L2/L3), firewalls, and software-defined networking.
  • Experience developing and deploying Infrastructure as Code (IaC), utilizing continuous integration/continuous deployment (CI/CD) tools, and leveraging automation platforms such as Ansible or Azure Functions.
  • Understanding of Federal Government application, server, and network security requirements (NIST, FedRAMP, FISMA).
  • Strong written and verbal communication skills, with the ability to work effectively within a distributed technical team.
  • Familiarity with the Atlassian suite, including Jira and Confluence.
  • Ability to earn IAT Level II (or higher) certification such as Security+.
Preferred Qualifications:
  • Current IAT Level II (or higher) certification such as Security+ or CISSP.
  • Relevant certifications such as Microsoft Certified Azure Solutions Architect.
  • Experience working with DISA or other DoD entities.
